WITS to Receive Complete Meaningful Use Certification in 2011

Press Release: REM completes Stage One EHR Certification, looking for pilots

Certification of Stage One Meaningful Use (MU) Health Information Technology (HIT) capabilities are a critical project milestone that demonstrates the alignment of the Reference Electronic Behavioral Health Records Model (REM) with the Federal HIT initiative as defined in the American Recovery and Reinvestment Act (ARRA) of 2009. A section within ARRA, known as the Health Information Technology for Economic and Clinical Health (HITECH) Act, endorses Electronic Health Record (EHR) capabilities to intended to improve six areas of health care which are displayed below:

2.reduce medical errors
3.improve population health
4.reduce health disparities
5.reduce chronic disease
6.advance research and education

The WITS (Web Infrastructure for Treatment Services) system is scheduled for complete Stage One Meaningful Use certification before the end of 2011. Although the original approach to this initiative was to work closely with our customers to define requirements and procure funding, the aggressive timeline has encouraged us to take a more streamlined approach. FEi Systems realizes the importance of offering eligible WITS providers the opportunity to apply for Meaningful Use incentive money and has agreed to fund this development effort. This release will provide WITS a strong foundation to build on in later years of meaningful use that will ease the burden of information exchange by using standard terminology and document structure.

Following certification, WITS customers will be given the option to “turn on” the various Meaningful Use modules. Cost to individual customers will be determined by the scope of the modules that are activated and the degree to which these additions impact the current WITS workflow.

Currently there are 25 states and counties that have implemented WITS as an EHR managing a range of social services including substance abuse treatment and recovery, mental health treatment, drug court, gambling addiction, prevention, and Medicaid billing. In total, WITS has over 40,000 users managing 1.8 million patient records, processing over $200M in adjudicated electronic claims.

FEi Systems presents demonstration of WebBGAS at SAMHSA National Conference

FEi Systems presented the new Web Block Grants Application System (WebBGAS) at the SAMHSA National Block Grant Conference, held on June 30th and July 1st, in Washington, DC. This SAMHSA-hosted conference was open to Behavioral Health representatives from all States and Territories within the U.S.

The FEi team setup a live, fully functional system for ‘hands-on’ demonstration, usable by all conference attendees, including State and SAMHSA personnel. The “rolling demo” provided for full functionality and navigation through the system, for the purpose of previewing WebBGAS’s support of the new FY2012 SAMHSA Block Grant Application. Feedback was solicited (both oral and written) from each demo participant, and captured to be used as input to improving the user experience through future system enhancements.

We also supported a 2nd-day plenary presentation by Dr. Karl Maxwell (SAMHSA/CSAT), who highlighted features of the new system with its enhanced functionality and user control.

FEi is proud to be associated with the delivery of a new generation of WebBGAS, serving U.S. States and Territories, while providing SAMHSA a greater level of control of their Block Grant Applications process.

The US Pan Asian American Chamber of Commerce Education Foundation (USPAACC) has chosen FEi Systems, Inc. as one of 2011’s Fast 50 Asian American Businesses. The annual “Fast 50 Asian American Businesses” Program puts the spotlight on the outstanding achievements of Asian American-owned businesses while recognizing the continued robust growth of Asian American-owned businesses.

To qualify for this prestigious national award, companies must be owned by one or more Asian Americans with at least 51% ownership stake. The final selection is determined and based on percentage revenue growth over the past three years and other eligibility criteria. FEi has experienced 30% annual growth for each of the last two years. The final ranking is officially revealed and made public at the gala reception and dinner during the USPAACC’s annual CelebrAsian Business Opportunity Conference which will be held in Los Angeles, California on May 23-25, 2011. Dr. Jiao Gu, President/CEO and Chris White, Senior Vice President, Business Development will be in attendance to personally receive the award.

FEi is honored to be recognized for its service to Federal, State and County governments in their efforts to serve the Behavioral Health community and its clients. USPAACC is the oldest and largest national, nonprofit, non-partisan organization representing all Asian American and Asian American-related groups in business, science, the arts, sports, education, public and community services.


FEi visualizes the future of Primary Care and Behavioral Health Integration at 2011 HIMSS Conference.

Emerging health care standards and privacy rules are complicated for both stakeholders and developers to comprehend or even communicate. FEi Systems is simulating new Healthcare Information Technology standards and capabilities to reach out to healthcare stakeholders across technical and even language barriers. Visualization projects enable users are better able to understand and anticipate the impact of what health record systems of the future will look like with new Health Information Technologies (such as Policy Engines, Clinical Decision Support, Computer Provider Order Entry).

Recent Visualization Success Stories

  • Crossing language and technical barriers with Vietnamese Substance Abuse Treatment Providers in Vietnam (Le Chan Methadone Maintenance Treatment Facility) as part of the U.S. President's Emergency Plan for AIDS Relief
  • HIMSS Conference – Visualization enabled FEi’s client (SAMHSA) to reach out to 31,225 health IT professionals… including a special visit from the Surgeon General (Vice Admiral Regina M. Benjamin, MD, MBA)
  • National Council – The OBHITA Project talks to the behavioral health community on what the intersection of interoperability standards and behavioral health privacy rules will look like in the future


FEi Executives Meet with Howard County Executives
May 9, 2011

On May 9, 2011, FEi Systems President Dr. Jiao Gu met with Howard County Executive Ken Ulman, Howard County Economic Development Authority Chief Executive Officer Laura Neuman, and the Director of Howard County Department of Planning & Zoning Marsha McLaughlin.

The meeting was part of Howard County’s 20th Annual Business Appreciation Week. In addition to hearing about the county’s plans for the local business community, FEi was able to share news about its accomplishments and plans for growth and contributions to this thriving community. Interestingly, the county’s leadership was intrigued about how some of our staff expertise might be able to contribute to important initiatives right here in Howard County. For example, Howard County is leading a collaborative effort among several Maryland Counties, called Healthy Howard to provide healthcare for county residents and recognizes that our knowledge of healthcare systems technology might offer helpful solutions to the challenges faced by that important project. As the result of the meeting, Howard County government is scheduling a follow-up meeting to discuss potential collaborations in the area of healthcare innovation.

The meeting allowed FEi an important opportunity to meet with these senior County officials to discuss other possible partnering opportunities related to behavioral health, homelessness, and other FEi IT-related initiatives. The meeting generated positive feedback from the county representatives to learn that a local, small business resource involved in international, Federal and State markets is housed right here in the local community.

Also attending the meeting from FEi were Senior Vice President Rodney Conrad, Senior Vice President of Business Development Chris White, Account Executive Stephen Martin, and Director of Human Resources Lisa Koepke.

FEI completes ATR 3 certification with SAMHSA
November 19, 2010

In October of 2010 SAMHSA’s announced a 4-year Access to Recovery Grant which gives treatment and recovery vouchers to patients, and allows them to choose from a range of faith-based and secular providers. FEi has modified their WITS EHR software to fully manage the ATR grant, and 13 out of 30 grantees have chosen WITS as their voucher management system.

This week we have finished certifying the required electronic transactions with SAMHSA for all 13 of the grantees using WITS. We’re very proud of our ATR staff for accomplishing this so quickly, and wish to thank RTI International for their continued collaboration and technical assistance.

FEI awarded 5-year prime contract with SAMHSA
September 15, 2010

FEi has been awarded a $11M prime contract with SAMHSA – Substance Abuse and Mental Health Services Administration to provide enhancement and support for Center for Substance Abuse Treatment’s Block Grant Application System.  FEI will be working with SAMHSA to improve the overall interoperability, reporting and effectiveness of the system used to support  the Substance Abuse Prevention and Treatment Block Grants for States, Territories, the Pacific Jurisdictions other grantees. This contract with SAMHSA is until September 2015.

FEI awarded 5-year prime contract with Centers for Medicare & Medicaid Services
September 10, 2010

FEi was awarded a $ 3.4 M prime contract with Centers for Medicare & Medicaid Services (CMS) to provide Business Intelligence support to the Medicare Contractor Management Group (MCMG).  FEI and its partner Quality Software Services Inc. (QSSI) will provide expertise with a number of BI tools and methods to assist MCMG in its mission. The contract will run through September 2015.

Congratulations to FEi’s own Zoe Cui and Junyong Fang for being selected by the AABB Selection of Abstracts Program Unit to display their abstract titled “Online Blood Utilization Data Collection: The National Blood Collection and Utilization Survey” at the 2010 AABB Annual Meeting. The abstract will be displayed as a Poster Presentation in the Baltimore Convention Center in Baltimore, MD starting on Saturday, October 9, 2010 at 7:30 am to Tuesday, October 12, 2010 at 2:00 pm. FEi is very pleased with their accomplishment as it exemplifies our growing medical research capabilities and a continuation of our successful partnership with AABB.

We knew there was an issue when we had to institute a hiring freeze because we had literally run out of space for new employees! We’ve had a very consistent growth pace for the last few years, and the new building will definitely allow for the continued expansion we have planned.
The new facility offers a lot more space, room for onsite training, and larger workspaces for the FEi team. Feel free to stop by and see it anytime.


FEi has been recognized by MU-JHU/IDI Core Lab Management & Staff in Uganda, after placing 1st runner up in the 2010 Medical Laboratory of the Year held by the Medical Laboratory Observers (MLO).

This award is especially significant as it is the second time a laboratory outside of the U.S. is recognized in the MLO annual competition. The first such time was in 2008 when the MU-JHU Core Laboratory was also recognized as the 2nd runner up for Laboratory of the year. FEi congratulates MU-JHU Core Laboratory and Staff for their latest achievements and is excited at the prospect of being a part of future successes.

"Since its inception almost 20 years ago, MU-JHU Core Lab has gained a reputation for uncompromising standards of quality, excellent laboratory service, and a desire for building laboratory capacity in Uganda. Presently, no laboratory licensing or accreditation is available or required in Uganda; nevertheless, the MU-JHU Core Lab has been accredited by CAP since April 2003 — the second-ever CAP-accredited lab on the African continent (currently, there are about six). For a lab in a developing country struggling with provisions for essential services, this is a remarkable achievement."

FEi has been awarded a $16M contract with SAMHSA – Substance Abuse and Mental Health Services Administration to advance Behavioral Health Information Technology. The project is focused on several key areas including data standards adoption and supporting patient privacy. FEi is extremely pleased to lead a team of extremely talented partners including: Westat (link), the NDIIC (link), and several State Behavioral Health agencies. This is FEi’s first prime contract with SAMHSA and extends until September 2014.
