Contract Vehicles

Finding a reliable IT expert can be a daunting task, so we understand how instrumental State and Federal contractor schedules can be. We believe that through our participation in contract vehicle programs, such as Indefinite Delivery, Indefinite Quantity (IDIQ), we not only expand our business, but also have the opportunity to reach new customers and make our services more accessible, which is the reason we have made connecting with institutions a strategy for growth.

The list of FEi’s active IDIQs include:

  • 8(a) - Disadvantaged Business Status

    As a Minority Business (8a), FEi qualifies for federal and private procurement markets that are required to offer business opportunities to 8(a) businesses. The 8(a) Program is a business development program created to help small, disadvantaged businesses compete in the market place.

  • Substance Abuse and Mental Health Services Administration (SAMHSA) IDIQ

    This Indefinite Delivery Indefinite Quantity (IDIQ) performance-based contract will be used as a means to provide services to SAMHSA officials and staff to help them achieve their individual Centers/Divisions/Offices missions in a timely manner. The contract requires quick response capability, with performance according to specifications identified in individual Task Orders that will be issued over the life of the contract. The contract empowers SAMHSA to improve its technical, management, and administrative operations by significantly reducing the amount of time and labor required to obtain critical contract services and products.

    FEi is authorized as a PRIME contract awardee in the following performance areas:

    • Domain 2 (Small Business) - Statistical Projects
    • Domain 4 (Large Business) - Technical  Assistance and Training


    FEi has contractual relationships to sub-contract in the following performance areas:

    • Domain 1 (Large Business) - Research Analysis, Evaulation and Pilot Studies

    • Domain 4 (Small Business) Technical Assistance and Training


  • General Services Administration (GSA) Schedule

    FEi is a U.S. General Services Administration (GSA) IT vendor, which gives agencies who have been awarded schedule grants, direct access to commercial experts. These experts thoroughly address the needs of the government IT community through 18 Labor Categories in Special Item Numbers (SIN) 132-51.

    The Information Technology (IT) Schedule 70 was established by GSA to assist federal government agencies with their procurement of IT products, services, and solutions as needed to meet their agency IT missions.

  • SeaPort-e Multiple Award Contracts (MAC)

    FEi is a certified SeaPort MAC vendor, which pre-qulifies FEi to compete for NAVSEA work. This new structure represents a partnership between NAVSEA and industry to provide quality services and expertise while demonstrating savings.

    These two sets of IDIQ MAC contracts provide for a NAVSEA-wide, consistent procurement process. This allows NAVSEA to leverage quality control and work requirements for its Directorates, PEOs, and field activities, resulting in higher level outcomes.

  • Consulting and Technical Services (CATS II)

    FEi has been certified by the State of Maryland as a qualified CATS vendor. As a CATS vendor, FEi is able to participate and respond to Task Orders Request for Proposals (TORFP) issued by state agencies.

    The objective of this Master Contract, awarded in December 2005, is to enable State government to procure IT consulting and technical services in a timely and economical manner. Through CATS I, the State will have a flexible means of obtaining information technology (IT) resources quickly, efficiently and cost effectively by issuing Task Orders (TO) specific to its needs.

  • AHRQ National Resource Center (NRC) for Health IT IDIQ

    FEi, authorized in Domain 4: Health IT Portal Infrastructure Management and Website Design/Usability Support, provides technical expertise to design, develop, maintain, operate and support the NRC website and portal infrastructure.

  • GSA 8(a) STARS II

    FEi Systems of Columbia, MD was recently awarded the 8(a) Streamlined Technology Acquisition Resources for Services (8(a) STARS II) Governmentwide Acquisition Contract (GWAC) from the U.S. General Services Administration.  As a member of this contract vehicle, FEi is able to meet the needs of government agencies in three of the four functional areas within the first Constellation, including Custom Computer Programming Services (NAICS 541511), Computer System Design Services (NAICS 541512), and Computer Facilities Management Services (NAICS 541513).  The contract has a $10 billion ceiling, and the performance period runs from August 31st, 2011 to August 30, 2016 with one five-year option available beyond the initial period of performance. 


    8(a) STARS II allows for long-term planning of large-scale program requirements while strengthening opportunities for 8(a) small businesses.  Under this contract, government agencies are able to access a large pool of prescreened and approved vendors with competitive pricing and technical proficiency, to help them meet their small business and information technology needs.  8(a) STARS II offers fixed price, time and materials, labor hour, and blended task order types, providing greater flexibility in procuring different types of IT products and services, while meeting critical mission requirements.  Furthermore, the contract allows for sole-source task order awards for orders under $4 million, including options, while orders over $4 million must be competed within the chosen constellation and functional areas.  Finally, the 0.75% contract access fee is one of the lowest offered by a GWAC.
